Guidelines for Private Operators Flying to Tokyo Olympics 2020
Summer of 2020 the Tokyo Olympics are fast approaching which will bring expected challenges for private aviation operations wishing to attend the games or operating into Japan during the games.
The main games will be running between 24 July (Friday) – 9 August (Sunday) 2020 with the Paralympics following between the 25 August (Tuesday) – 6 September (Sunday) 2020.
Expected peak periods: Opening and closing ceremonies:
Summer Games: Open Friday the 24th July, heavy traffic expected from the 22nd July.
Close Sunday the 9TH August, heavy traffic expected from the 7th to 10th August.
Paralympics: Opens on the 25th of August closing on the 6th of September 2020.
Traditionally the games generate a lot of questions for operators on how to fly into key airports that are close to the games key locations, slot / flow restrictions etc. This is going to be even more prevalent for these games given the already congested airspace over Japan and the Tokyo airports.
Initial guidelines for non-scheduled operations during the games have been provided (see attached).
Operators need to be thinking about their requirements very soon. Special Co-Ordination will start from 1st of December 2019 till 10th of Feb 2020 for the submission of Non-Scheduled flights into the Tokyo Airports.
Key Points to Consider:
Airports: Tokyo Regional / Summer Games port of Entry:
RJAA/NRT Narita International Airport : Considered to be the main port of entry for the games. As with all the Tokyo airports during the games aircraft will only be allowed on the ground for three hours before having to reposition. Slot applications will not be considered before the Special Coordination Period opens (see notes below).
(RJTT/NHD): Haneda International Airport: Port of entry for the games, reposition rules will apply. Slot applications will not be considered before the Special Coordination Period opens (see notes below).
(RJAH/IBR): Ibaraki Airport: Will be the main port of entry for the Paraympics games, reposition rules will apply for both games. Slot applications will not be considered before the Special Coordination Period opens (see notes below).
RJCC / CTS: Chitose Airport: Port of entry for the games and will be slot co-ordinated during this period. Slot applications will not be considered before the Special Coordination Period opens (see notes below).
RJSS / SDJ: Sendai Airport: Port of entry for the games and will be slot co-ordinated during this period. Slot applications will not be considered before the Special Coordination Period opens (see notes below).
RJGG / NGO: Chubu Centair Internatinal Airport: Port of entry for the games and will be slot co-ordinated dusting this period.
Flight Classification:
Business aviation flights will be classified and this in turn will relate how flights are handled for priority slots, handling etc. There are three levels that are set by IOC (International Olympic Committee).

- V1: IOC President / IOC Honorary President / Sovereign or Head of State /Head of Government / Other approved Games Clients
- V2: IOC Members /IOC Honorary Members / IOC Members of Honour / IOC Directors Ministry Responsible for Sport / OCOG President and CEO (Host City and Future OCOG).
- V3: Athletes and Team Officials / Technical Officials / Broadcast Media / IOC Commission Members, Staff, Advisors, Consultants, Agents and Guests / Future OCOG and Bid Cities delegations / Non-scheduled flights
All Other Flights: Other Non-Scheduled Flights will be coordinated in a fair way on an equal footing as normal.
Note: Scheduled Flights previously allocated in official IATA process will have a priority over Non-Scheduled Flights.

Special Coordination Period (Dec 1, 2019 – Feb 10, 2020): Applications for slots for the airfields listed above can be made from the 1st December 2019 to February 10th 2020. These slots will not be allocated before February 2020.
