JAPAN
General
Beginning Jan 7th 2019 a new "INTERNATIONAL TOURIST TAX" of 1000 JPY (approx $9 USD) per passenger for all international flights departing Japan will be implemented.
All BA/GA passengers need to pay this tax by cash or E-payment before boarding the aircraft.
Mainami Aviation Services has stated that they will pay this tax on behalf of Jeppesen and then bill Jeppesen later with the handling charges. When using handlers other than Mainami please confirm that the payment will be taken care of by the handling agent so no delays occur.
RJSS/Sendai
Due to increased airline traffic and snow removal operations parking for BA/GA aircraft is not available during winter season from December 01 until April 1st 2019 and will likely be a yearly restriction from 2019 onward.
RJAA/Narita Intl
All international airports north of Tokyo prohibit overnight parking for GA/BA for the winter season (Dec-Mar), with the exception of RJCH/Hakodate (although there are limited services at RJCH). For operations to airports in this region, local agents recommend drop-and-go, and repositioning to RJAA/Tokyo Narita for overnight parking.
CHINA
General
It has been brought to our attention that there are several Chinese airports, which publish sporadic daily Notams advising operators not to file them as an alternate. Airports to use caution and check Notams for prior to filing as an alternate are: - ZGGG, ZGHA, ZSJN, ZLLL, ZSQD, and ZJHK.
We have learned that there is a list of airports with No overnight parking for BA/GA in China for periods in 2018 – 2019:

SINGAPORE
WSSL/Seletar
As of Jan 2019 a new night curfew will be imposed on all flights except for Medevac and emergency flights from 1400Z -2300Z (2200-07000 local time). The curfew will be strictly enforced and operators are strongly advised to plan their flight schedules with sufficient buffers AES and ATC services will remain available 24/7 to facilitate emergency flights.
INDONESIA
General
It has recently been reported that all aircraft overflying "Indonesian land and water" have to arrange for overfly permits. In some locations "Indonesian land and water" is actually located in the FIRs of other countries. One area for example occurs near LUSMO intersection on L625 where there are Indonesia Islands (near WIDO airport) that are located in the Singapore FIR (WSJC). Other airways in which an Indonesian permit should be obtained are M758, M646, M767, G334 ,M761 ,L625 and G580. These airways all pass over Indonesian territory even though the area is part of the Singapore and Malaysia FIR's. On Jan 14th two Indonesian F-16s intercepted an Ethiopian Airlines cargo flight for allegedly flying into Indonesian airspace without permission. The airliner was flying from HAAB to VHHH and was forced to land at WIDD. Interception by military aircraft forcing the landing of civilian aircraft has occurred several times over recent years. It is highly advised that when in doubt if a permit is needed, it should be applied for, as Indonesia is extremely sensitive to overflight incursions and they will impose strict penalties on aircraft that they believe have entered their airspace without proper permits and permission.
Anak Krakatau volcano in Indonesia continues to have massive eruptions which have caused multiple tsunamis along the rim of the Sunda Strait between Java and Sumatra islands. On Dec 22 at least 400 people were killed and thousands wounded when many buildings were heavily damaged when the tsunami struck. Authorities warn that eruptions can continue for several weeks or months which could cause further damage and possibly disrupt air travel in the region. On December 28th 2018, due to volcanic ash certain airways in the surrounding airspace remained closeded up to FL550, and authorities provided alternate routings which affected flights to WIII as well as overflights to/from Australian airports.
PAPUA NEW GUINEA
AYBK / Buka
Closed indefinitely due to a lack of fencing, which has caused damage to aircraft, runway lights, vehicles, pedestrians and animals accessing the runway. No date has been given for the estimated reopening of the airport.
PHILLIPINES
General
Martial law over the island of Mindanao in the Philippines has been extended until the end of 2019. The three large airports in this area are: RPMD/Davao, RPMR/General Santos, and RPMZ/Zamboanga; flight operations remain normal, with no restrictions imposed on air travel by the authorities. But across the island expect checkpoints, vehicle searches, short-notice curfews and restrictions on movement, particularly in urban areas.
THAILAND
VTSM/Samui
Tropical Storm Pabuk struck the Gulf of Thailand on Jan 4th. There were reports of widespread flooding and damage to the coastal areas and Bangkok Airways canceled all flights to Koh Samui Airport (VTSM) and Nakhon Si Thammarat Airport (VTSF) for two days to let the storm pass.
VTSS/Hat Yai and VTSH/Songkhla
On Jan 8, four people were wounded in two separate bomb explosions in the Songkhla and Pattani provinces. Warnings remain in place advising against travel to the entire region between VTSS and VTSH airports in the north, and the Malaysian border in the south. All US government officials are not permitted to enter this region without formal authorization form the US government.
VTBD/Bangkok
Delays are expected from Jan 29 to Feb 2, as maintenance work will partially close one runway - RWY 03L/21R. The airport authority has said that due to congestion expected from single runway ops during this period, non-scheduled flights will only be allowed to operate between 2230-0500 local time each day (1530-2200 UTC). Check AIP SUP 4/19 for more details.
HONG KONG

Please note that the Hong Kong CAA office will be closed during the public holiday from 5 February 2019 until 7 February 2019.
Application for Private Non-Revenue / Charter Flights will not be processed during the above period. Please submit your application well in advance. Otherwise, the CAA may not have sufficient time to process your application.

ALASKA
PANC/Stevens Anchorage Intl
On 30 November 2018, a 7.0 magnitude earthquake struck approximately 8 mi (13 km) north of Anchorage, Alaska. Nearly 1,400 aftershocks took place after the initial earthquake. The earthquake caused major damage to the Glenn Highway, which connects Anchorage to communities located in the northern part of the state. The U.S. Federal Aviation Administration briefly issued a ground stop for all flights at Anchorage International Airport following the quake, and flight operations were halted for approximately five hours. There were reports of injuries but no deaths occurred as a result of the earthquake.

As of Dec 2018 ExxonMobil at PKMJ has made some changes in regards to their monthly outage period. There will no longer be an outage period with a specific date range.
However they will not accept more than four delivery flights in one calendar day.
NEW ZEALAND
General
The Civil Aviation Authority of New Zealand has issued new ADS-B requirements for 2019. ADS-B will be mandatory for aircraft operating in transponder mandatory controlled airspace above FL245 from 31st December 2018 and is proposed to be mandatory in all controlled airspace from 31st December 2021.
NZRO/Rotorua
Rotorua airport is no longer an airport of entry. There were some issues with airport documentation, and it may take some time to sort it all out. Until fixed, Auckland will serve as entry; you can then proceed to Rotorua as a domestic flight. International departures from Rotorua are still allowed with prior notice, as customs officers must travel from Tauranga to clear departures.
SOUTH AMERICA
ARGENTINA
SVCN / Canaima
As of Dec 10th 2018 authorities have closed SVCN indefinitely due to local civil protests. This airport is the entry point to reach Angel Falls. There has been no indication of when it will reopen.
SAZS / S C De Bariloche
Due to CIQ restrictions as of 2019 no BA/GA international arrivals or departures are allowed daily from 1400Z to 2000Z (1100-1700 local)
SACO / Ing Aer ALV Taravella
Due to congestion caused by ongoing repairs on the main apron, the airport authority has said that GA/BA are now prohibited from operating between 0700-1200 and 1530-2000 local time each day until Feb 16. During this period, you should avoid using SACO as a flight planned alternate.
VENEZUELA
General
Demonstrations are expected though out January in the capital, Caracas, by U.S.-backed opposition aimed at ousting President Maduro from office. There are concerns that these protests could turn violent. During anti-government in recent years over 200 people have been killed amid clashes between security forces and protesters. The US FAA and other ICAO members advise against all flight operations to Venezuela until the political situation stabilizes.

CANADA
General
New requirement for business travelers to enter Canada, which does exempt US citizens.

Crew entry requirement now in effect. Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.
MEXICO
General
Mexico will celebrate their Constitution Day Holiday on Monday February 4, 2019. The main Mexican DGAC offices as well as banks and some businesses will be closed on this day.
Aircraft operators conducting Private Non-Commercial Flights within Mexico should provide a letter on Company Letterhead of the following information for local Mexican Airport Inspectors. Trip Date, Company Name, Aircraft Type, Registration Number, Private Non-Commercial Flight, Complete Flight Schedule within Mexico, Name of Primary Passenger (identify if Owner or Representative) and if other passengers are on-board (identify of they are staff, friends, family or other relatives).
This letter should be carried when operating within Mexico under Private Non Revenue Regulations in case local Airport Authorities request it. The same letter should be sent to the local handlers that are assisting the flights within Mexico.
The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any advance notice.
MMTO / Toluca
Runway 15/33 closed on February 5, 12, 19 and 26 from 1700-1800UTC per NOTAM.
AeroExpo Toluca 2019 will take place on February 20 - 22, 2019 at MMTO. Consult with the local handlers in advance if operating to MMTO during this time frame for any service related issues (aircraft parking, hotels rooms, etc)
Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.
U.S.A
General
Presidents' Day Holiday will be celebrated on February 18, 2019 and due to this Federal Holiday and one should consult the U.S. CBP hours on this day. Also note that U.S. Government offices will be closed as well as banks and some businesses.

NFL Super Bowl LIII
Super Bowl LIII will take place on February 3, 2019 in Atlanta, GA and airports in the area are KATL, KCVC, KFFC, KFTY, KPDK, KRYY and KPUJ. Consult with the local handlers in advance at these airports to ensure there are no service issues (aircraft parking, hotel rooms, ground transportation, etc...) if operating during this timeframe. For this event will see extra GA traffic leading up to the game date and the day after it.

A reminder that arrival and departure reservations are required for all Atlanta area airports January 29 through February 5th. Bahamas - General
Bahamas Civil Aviation bans all Samsung Galaxy Note 7 phones from aircraft travelling in the Bahamas. Devices may not be transported by passengers or crew on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the commonwealth of the Bahamas and cannot be shipped as air cargo.
Cayman Islands - General
Civil Aviation Authority of Cayman Islands (CAACI) will be closed on February 13, 2019 for a public holiday. Permit requests should be sent by February 12 and flights can still operate during this closure. Formal requests should be sent via email to the CAACI and a hard copy confirmation will be sent once the office reopens on February 14.

LTFM/LTBA – Istanbul
Istanbul Airports – New Airport full opening / transition from LTBA delayed.
The new Istanbul Airport (LTFM) went into operation in October 2018. Initial use was limited to Turkish Airlines, with a full transition from LTBA to LTFM planned for the end of 2018. This transition has now been delayed until March 1-2, commencing from 0001Z on March 01 and ending at 2100Z 02 March. AIC 9/19 refers.
As from 02 March 2019 21:00 UTC, LTBA will be closed to scheduled/unscheduled domestic, and international commercial passenger flights, and will only be available for cargo, maintenance/technical, general aviation, air taxi, business flights, for state aircraft and other flights as permitted by DGAA.
The 2 March 0001Z, is now the assigned date for the commencement of the IATA Airport Code Change, with use of new Codes as detailed below.
Istanbul Grand = LTFM / IST
Istanbul Ataturk = LTBA / ISL
Until 01 March 2019 23:59 UTC, IATA Code “ISL” will be used for Istanbul Airport (LTFM).
As from 02 March 2019 00:00 UTC, IATA Code “ISL” shall be used for Istanbul Atatürk Airport (LTBA) and IATA Code “IST” shall be used for Istanbul Airport (LTFM).
UKRAINE
General - Reminder
The U.S. FAA has partially lifted its airspace ban on Eastern Ukraine – the UKFV/Simferopol and UKDV/Dnipropetrovsk FIRs.
The FAA has added an exception for take-offs and landings. The exception means that U.S. operators are now allowed to operate within the flight prohibition area of the Dnipropetrovsk FIR (UKDV), to the extent necessary to take-off and land at three specified airports, subject to the approval of, and in accordance with the conditions established by the appropriate authorities of Ukraine. The three Airports are, Kharkiv International Airport (UKHH); Dnipropetrovsk International Airport (UKDD), and Zaporizhzhia International Airport (UKDE).
The FAA has determined these operations can be conducted with minimal additional risk due to the sufficient distance provided by the specified prohibition boundary line as a buffer from the area of fighting and associated weapons capabilities.
UKDV/Dnipropetrovsk FIR:
– Everything east of ABDAR – M853 – NIKAD – N604 – GOBUN is prohibited. Airways M853 and N604 are off-limits as well.
– Operations to Kharkiv International Airport (UKHH), Dnipropetrovsk International Airport (UKDD) and Zaporizhzhia International Airport (UKDE) are now permitted.
UKFV/Simferopol FIR:
– Everything North/North East of SOBLO – DOLOT – SOROK – OTPOL is off-limits.
– Airways M856, M854, M860 and L851 have been approved for flights over the Black Sea.
– Airway M747 is prohibited, as it shares some of the off-limits airspace.
BELARUS
UMMS - Minsk - 2
Various night closures planned throughout 2018 and 2019. Please check NOTAMS for full details prior to planning any trips to this Aerodrome.
EUROPE AND MIDDLE EAST
EUROPE
EGGX/Shanwick Oceanic OCA United Kingdom
On or soon after 28 March 2019, Shanwick, Gander and Santa Maria Oceanic Control Areas will commence a trial implementation of the following longitudinal separations. Application of the ATS surveillance based procedural longitudinal separation will be as per the PANS ATM, Doc 4444 proposal for amendment from the ICAO SASP, as paraphrased below:
a) 17 NM longitudinal separation of aircraft operating on same track or intersecting tracks provided that the relative angle between the tracks is less than 90 degrees.
b) 14 NM provided the relative angle between the tracks is less than 45 degrees.
c) Opposite-direction aircraft on reciprocal tracks may be cleared to climb or descend to or through the levels occupied by another aircraft provided that the aircraft have reported by ADS-B having passed each other by 5 NM.
A trial implementation of lateral ASEPS will commence no earlier than 6 months after the commencement of the longitudinal separation operational trial.
This trial is not restricted to particular tracks or altitudes, just between properly equipped aircraft with the following: RVSM/HLA approval, ADS-B, and fully PBCS compliant (meet the specs of RNP4, RCP240 and RSP180).
LFKF/Figari
Major runway reconstruction work is ongoing. The airport will be completely closed to all flights from Jan 30 to Mar 6, 2019. Read AIP 163/18 for more info.
LCLK/Larnaca
From 18th January through to 08th March 2019, Runway 22/04 will be closed due to work in progress every Thursday 2300Z-Friday 0500Z.
MIDDLE EAST
LLBG/Tel Aviv
The airport will be closed for runway repairs between 1800-2255L, on the following dates in 2019: Jan 11, Feb 8, Mar 8, Apr 5, May 3 & 31, Jul 5, Aug 2, Sep 6, Oct 4. This is in addition to the ongoing published GA restrictions (no ops Sun-Fri between 0001-0140, 0500-0800, and 1400-1800L)
INDIA
VOBL/Bengaluru Kempegowda Intl
Indian Airshow. Daily closures planned for the Aero India air show from Feb 14-24. Full closure times are as follows: Feb 14-17 from 1330-1630, Feb 18-19 and 21-24 from 1000-1200 and 1400-1700, Feb 20 from 0900-1200 and 1400-1700 (all times local).
VAAB/Chhatrapati Shivaji Intl
Major disruption expected from Feb 07 to Mar 30, when both runways will be closed for repair from 0530UTC to 1130UTC on Tuesdays, Thursdays and Saturdays (except on Mar 21, for the Holi festival). General Aviation aircraft will not be permitted to operate between 0130UTC to 1330UTC on these days. AIP SUP 167/2018 & 5/2019 have all the details.
AFRICA
FAUT/Umtata
The South African CAA have downgraded the operational status of the airport, citing safety concerns over its fire and rescue facilities. Domestic carriers SA Airlink and SA Express have both suspended all flights as a result. As a consequence of the downgrading, the Aerodrome is now effectively off limits to any large commercial flights.
HECA/Cairo
General Aviation Area parking closed until the 9th June 2019.

VTSM/Samui
Tropical Storm Pabuk struck the Gulf of Thailand on Jan 4th. There were reports of widespread flooding and damage to the coastal areas and Bangkok Airways canceled all flights to Koh Samui Airport (VTSM) and Nakhon Si Thammarat Airport (VTSF) for two days to let the storm pass.
VTSS/Hat Yai and VTSH/Songkhla
On Jan 8, four people were wounded in two separate bomb explosions in the Songkhla and Pattani provinces. Warnings remain in place advising against travel to the entire region between VTSS and VTSH airports in the north, and the Malaysian border in the south. All US government officials are not permitted to enter this region without formal authorization form the US government.
VTBD/Bangkok
Delays are expected from Jan 29 to Feb 2, as maintenance work will partially close one runway - RWY 03L/21R. The airport authority has said that due to congestion expected from single runway ops during this period, non-scheduled flights will only be allowed to operate between 2230-0500 local time each day (1530-2200 UTC). Check AIP SUP 4/19 for more details.

PANC/Stevens Anchorage Intl
On 30 November 2018, a 7.0 magnitude earthquake struck approximately 8 mi (13 km) north of Anchorage, Alaska. Nearly 1,400 aftershocks took place after the initial earthquake. The earthquake caused major damage to the Glenn Highway, which connects Anchorage to communities located in the northern part of the state. The U.S. Federal Aviation Administration briefly issued a ground stop for all flights at Anchorage International Airport following the quake, and flight operations were halted for approximately five hours. There were reports of injuries but no deaths occurred as a result of the earthquake.

As of Dec 2018 ExxonMobil at PKMJ has made some changes in regards to their monthly outage period. There will no longer be an outage period with a specific date range.
However they will not accept more than four delivery flights in one calendar day.

General
The Civil Aviation Authority of New Zealand has issued new ADS-B requirements for 2019. ADS-B will be mandatory for aircraft operating in transponder mandatory controlled airspace above FL245 from 31st December 2018 and is proposed to be mandatory in all controlled airspace from 31st December 2021.
NZRO/Rotorua
Rotorua airport is no longer an airport of entry. There were some issues with airport documentation, and it may take some time to sort it all out. Until fixed, Auckland will serve as entry; you can then proceed to Rotorua as a domestic flight. International departures from Rotorua are still allowed with prior notice, as customs officers must travel from Tauranga to clear departures.

SVCN / Canaima
As of Dec 10th 2018 authorities have closed SVCN indefinitely due to local civil protests. This airport is the entry point to reach Angel Falls. There has been no indication of when it will reopen.
SAZS / S C De Bariloche
Due to CIQ restrictions as of 2019 no BA/GA international arrivals or departures are allowed daily from 1400Z to 2000Z (1100-1700 local)
SACO / Ing Aer ALV Taravella
Due to congestion caused by ongoing repairs on the main apron, the airport authority has said that GA/BA are now prohibited from operating between 0700-1200 and 1530-2000 local time each day until Feb 16. During this period, you should avoid using SACO as a flight planned alternate.
VENEZUELA
General
Demonstrations are expected though out January in the capital, Caracas, by U.S.-backed opposition aimed at ousting President Maduro from office. There are concerns that these protests could turn violent. During anti-government in recent years over 200 people have been killed amid clashes between security forces and protesters. The US FAA and other ICAO members advise against all flight operations to Venezuela until the political situation stabilizes.

Crew entry requirement now in effect. Visa-exempt foreign nationals are expected to have an Electronic Travel Authorization (eTA) to fly to or transit through Canada. Exceptions include U.S. citizens, and travelers with a valid Canadian visa. Canadian citizens, including dual citizens, and Canadian permanent residents cannot apply for an eTA.
MEXICO
General
Mexico will celebrate their Constitution Day Holiday on Monday February 4, 2019. The main Mexican DGAC offices as well as banks and some businesses will be closed on this day.
Aircraft operators conducting Private Non-Commercial Flights within Mexico should provide a letter on Company Letterhead of the following information for local Mexican Airport Inspectors. Trip Date, Company Name, Aircraft Type, Registration Number, Private Non-Commercial Flight, Complete Flight Schedule within Mexico, Name of Primary Passenger (identify if Owner or Representative) and if other passengers are on-board (identify of they are staff, friends, family or other relatives).
This letter should be carried when operating within Mexico under Private Non Revenue Regulations in case local Airport Authorities request it. The same letter should be sent to the local handlers that are assisting the flights within Mexico.
The Mexican DGAC has prohibited individuals from carrying the Samsung Galaxy Note 7 Phones on board of any aircraft due to the risk of explosions without any advance notice.
MMTO / Toluca
Runway 15/33 closed on February 5, 12, 19 and 26 from 1700-1800UTC per NOTAM.
AeroExpo Toluca 2019 will take place on February 20 - 22, 2019 at MMTO. Consult with the local handlers in advance if operating to MMTO during this time frame for any service related issues (aircraft parking, hotels rooms, etc)
Aircraft operators are reminded to always have the proper multiple entry authorization or applying permits along with the mandatory updated aircraft documents on board the plane for the Mexican Authorities are randomly checking such documents at different airports.

Bahamas Civil Aviation bans all Samsung Galaxy Note 7 phones from aircraft travelling in the Bahamas. Devices may not be transported by passengers or crew on their person, in carry-on baggage, or in checked baggage on flights to, from, or within the commonwealth of the Bahamas and cannot be shipped as air cargo.
Cayman Islands - General
Civil Aviation Authority of Cayman Islands (CAACI) will be closed on February 13, 2019 for a public holiday. Permit requests should be sent by February 12 and flights can still operate during this closure. Formal requests should be sent via email to the CAACI and a hard copy confirmation will be sent once the office reopens on February 14.

LTFM/LTBA – Istanbul
Istanbul Airports – New Airport full opening / transition from LTBA delayed.
The new Istanbul Airport (LTFM) went into operation in October 2018. Initial use was limited to Turkish Airlines, with a full transition from LTBA to LTFM planned for the end of 2018. This transition has now been delayed until March 1-2, commencing from 0001Z on March 01 and ending at 2100Z 02 March. AIC 9/19 refers.
As from 02 March 2019 21:00 UTC, LTBA will be closed to scheduled/unscheduled domestic, and international commercial passenger flights, and will only be available for cargo, maintenance/technical, general aviation, air taxi, business flights, for state aircraft and other flights as permitted by DGAA.
The 2 March 0001Z, is now the assigned date for the commencement of the IATA Airport Code Change, with use of new Codes as detailed below.
Istanbul Grand = LTFM / IST
Istanbul Ataturk = LTBA / ISL
Until 01 March 2019 23:59 UTC, IATA Code “ISL” will be used for Istanbul Airport (LTFM).
As from 02 March 2019 00:00 UTC, IATA Code “ISL” shall be used for Istanbul Atatürk Airport (LTBA) and IATA Code “IST” shall be used for Istanbul Airport (LTFM).
UKRAINE
General - Reminder
The U.S. FAA has partially lifted its airspace ban on Eastern Ukraine – the UKFV/Simferopol and UKDV/Dnipropetrovsk FIRs.
The FAA has added an exception for take-offs and landings. The exception means that U.S. operators are now allowed to operate within the flight prohibition area of the Dnipropetrovsk FIR (UKDV), to the extent necessary to take-off and land at three specified airports, subject to the approval of, and in accordance with the conditions established by the appropriate authorities of Ukraine. The three Airports are, Kharkiv International Airport (UKHH); Dnipropetrovsk International Airport (UKDD), and Zaporizhzhia International Airport (UKDE).
The FAA has determined these operations can be conducted with minimal additional risk due to the sufficient distance provided by the specified prohibition boundary line as a buffer from the area of fighting and associated weapons capabilities.
UKDV/Dnipropetrovsk FIR:
– Everything east of ABDAR – M853 – NIKAD – N604 – GOBUN is prohibited. Airways M853 and N604 are off-limits as well.
– Operations to Kharkiv International Airport (UKHH), Dnipropetrovsk International Airport (UKDD) and Zaporizhzhia International Airport (UKDE) are now permitted.
UKFV/Simferopol FIR:
– Everything North/North East of SOBLO – DOLOT – SOROK – OTPOL is off-limits.
– Airways M856, M854, M860 and L851 have been approved for flights over the Black Sea.
– Airway M747 is prohibited, as it shares some of the off-limits airspace.

EGGX/Shanwick Oceanic OCA United Kingdom
On or soon after 28 March 2019, Shanwick, Gander and Santa Maria Oceanic Control Areas will commence a trial implementation of the following longitudinal separations. Application of the ATS surveillance based procedural longitudinal separation will be as per the PANS ATM, Doc 4444 proposal for amendment from the ICAO SASP, as paraphrased below:
a) 17 NM longitudinal separation of aircraft operating on same track or intersecting tracks provided that the relative angle between the tracks is less than 90 degrees.
b) 14 NM provided the relative angle between the tracks is less than 45 degrees.
c) Opposite-direction aircraft on reciprocal tracks may be cleared to climb or descend to or through the levels occupied by another aircraft provided that the aircraft have reported by ADS-B having passed each other by 5 NM.
A trial implementation of lateral ASEPS will commence no earlier than 6 months after the commencement of the longitudinal separation operational trial.
This trial is not restricted to particular tracks or altitudes, just between properly equipped aircraft with the following: RVSM/HLA approval, ADS-B, and fully PBCS compliant (meet the specs of RNP4, RCP240 and RSP180).
LFKF/Figari
Major runway reconstruction work is ongoing. The airport will be completely closed to all flights from Jan 30 to Mar 6, 2019. Read AIP 163/18 for more info.
LCLK/Larnaca
From 18th January through to 08th March 2019, Runway 22/04 will be closed due to work in progress every Thursday 2300Z-Friday 0500Z.
MIDDLE EAST
LLBG/Tel Aviv
The airport will be closed for runway repairs between 1800-2255L, on the following dates in 2019: Jan 11, Feb 8, Mar 8, Apr 5, May 3 & 31, Jul 5, Aug 2, Sep 6, Oct 4. This is in addition to the ongoing published GA restrictions (no ops Sun-Fri between 0001-0140, 0500-0800, and 1400-1800L)

VOBL/Bengaluru Kempegowda Intl
Indian Airshow. Daily closures planned for the Aero India air show from Feb 14-24. Full closure times are as follows: Feb 14-17 from 1330-1630, Feb 18-19 and 21-24 from 1000-1200 and 1400-1700, Feb 20 from 0900-1200 and 1400-1700 (all times local).
VAAB/Chhatrapati Shivaji Intl
Major disruption expected from Feb 07 to Mar 30, when both runways will be closed for repair from 0530UTC to 1130UTC on Tuesdays, Thursdays and Saturdays (except on Mar 21, for the Holi festival). General Aviation aircraft will not be permitted to operate between 0130UTC to 1330UTC on these days. AIP SUP 167/2018 & 5/2019 have all the details.
AFRICA
FAUT/Umtata
The South African CAA have downgraded the operational status of the airport, citing safety concerns over its fire and rescue facilities. Domestic carriers SA Airlink and SA Express have both suspended all flights as a result. As a consequence of the downgrading, the Aerodrome is now effectively off limits to any large commercial flights.
HECA/Cairo
General Aviation Area parking closed until the 9th June 2019.
